Technical Question, Make-up Dept. Disaster Scene Grey Concrete Dust, What's It Made of When On Actor's Faces? (No guesses)

What is the base made of? How are you getting that grey color without it being a toxic mess for the actors to work ? Sifted flour would get all clumpy and absorb sweat, plus not gray...talc...?

In collapsed building scenes, make-up crews have to respond to the knowledge most of America has about how on-scene victims of the 9-11 terrorist attacks looked. In a recent binge-watch of an old show, I saw a character covered in concrete collapse dust.
